Some airlines will allow small animals as your carry on, but most will not allow dogs in the cabin unless they are service animals. There are strict rules about this and the caging of dogs. The cage must be large enough for the dog to be comfortable, they must be able to lie down, stretch and sit/stand in the kennel.
It also depends where you are flying from and where you are going. Defra *UK* is the website to look at if any of your travel involves the UK.
There is a such thing as a pet passport, you need to have this arranged 6 months before any travel. Blood tests and a microchip need to be taken care of to join the PETS Scheme.

Before you put them on the plane i would check the airport to see if they have any restrictions on what kind of carriers you can put on the plane.

From what I understand with international flights – pets cannot ride in cabin – they have to ride in cargo, so you need a solid hard carrier; not the soft-sided kind for in cabin.
Check with the airlines you will be using.
IF! your dog is allowed in cabin, I would highly recommend the Delta Sherpa carrier. I have traveled with dogs in cabin twice and it has held up extremely well. It fits under the seats, the flaps fold up/down for privacy control, and it is a very sturdy little carrier. Here’s a link:
