I am flying with my cat on southwest and those are the dimensions of their under the seat storage. I have carrier that meets the L and W but not the height. I don’t even know of carriers that would be that low. If you know of one Let me know

Look in pet stores like Petsmart or Petco. Try online pet stores where you can order exactly what you want.

Have you try ebay & sell.com for these type of pet carrier. Try also home depot or any hardware. Another thing I don’t think its appropriate to carry a cat under other passenger seat as it makes meow from time to time, you may get a complaint of it. Cat can be carry thru plane animal carriage area & its pretty safe though.
