No – but common sense says for the protection of the pet and the driver, its always best to put the cat/dog IN a carrier while the car is moving. We show cats – they ride in carriers and are only let out if we need to stop for lunch/dinner and then they are alllowed out of the carrier at that time to eat, drink and use the litter pan. Once on the road again, they go back in the carrier.
Never lost a cat or had an accident or the cat was hurt doing this. But I do know of several tragic stories where a loose cat was killed in a car in an accident – the cat could have lived IF it had been riding in the carrier in the back seat.

No. There are no laws in California requiring any pet to be in a carrier. We see dogs hanging out the window on the driver’s lap. It is distracting to the driver. Not safe.
I live in California and I would never think of taking my cats in a car without a carrier. It is bad enough to listen to the cats complaining, let alone worrying where they are in the car while I am driving. I want my cats and myself to arrive at our destination safely.
